This is not really explained in the books or films but I think you can make assumptions why they wouldn't do that when you look into the lore a bit more. It's speculated that they are actually the same type of being that Gandalf is, so they could be potentially corrupted by the ring. We know Gandalf was fearful of the ring because of his own powers.

Then again, it might be a massive flaw in Tolkien's story. I think he saw them as like a Deux ex machina and used them sparingly.

The Eagles would help out every now and then, but they were not horses that could be commanded to fulfil the wishes of men or Elves. They were powerful beings that would be just as easily corrupted by the power of the ring as Gandalf would have.

The whole point of the plan was to send a non-powerful person who would be overlooked by the enemy. Sending Gandalf on the back of a giant eagle would have drawn quite a bit of attention as well as risking setting up a new dark lord.

A TV series based on the wars against Morgoth would be strawberry floating incredible if done correctly. And there is even some sister strawberry floating in there to really draw in the Game of Thrones fans. :datass:
