Anyone here any good (and feeling generous) at converting images to vector?

I've not posted a Ask question since we changed the forum over I don't think 
we used to have a Advice/Ask section I believe. I have a image I'd like converting to Vector. It was made in Photoshop and I've tried with the pen tool but can't get it to work decently at all, and i don't have illustrator. So wondered if someone perhaps more skilled than myself could possibly have a look at seeing if they could accomplish the feat for me?
