The January Direct, with all those announcements, was 35 minutes. There is no real reason to equate length of time to announcements. Nintendo have had plenty of E3 conferences that lasted an hour and revealed little, and others which held lots of stuff. 40 minutes would be the same content as an hour if they were to demo one or two games, after all.

I don't think there is anything that would "save" the Wii U in an hour that is suddenly impossible in 40 minutes.

If they spend the first 5 minutes talking generally about stuff, then it might be worth hitting the panic button.
