I assume this is a joke. The answer is 98. The half-age thing is a red herring. When "I“ was 4, the sister was 2 years younger, and she'll still be 2 years younger when "I" am 100. 100-2=98.

But it is 98. Think of your ages gap to a relative now, it's not got wider over time. My sister is still 4 years younger than me and always will be, so if he was 4 and she was 2 then it's 98 when he's 100.
