Roon, are there any limits to how far Fanboy can move in any turn?

Fanboy's movement is exactly the same as each detective's movement. The only caveat is that he has a small number of 'double moves' at his disposal.

Sykes, Orange can't reach 133. It'd take two turns by Bus going via 142, or two turns by train then bus via 140. Movement is only allowed to the next spot of that transport type on a turn.

I've had to bring the deadline forward, so I'll assume you'll want to go to 140 by train unless I hear from you asap.
