All the reviews I've seen, even the ones that have scored it highly, have commented that the actual 'game' part of the game is pretty flawed in several ways. Its the tech and sandbox parts of the game that are getting it the high review scores.

Scribblenauts is far from broken. It has a couple of fairly big flaws with the control system, but it's still perfectly playable and fun despite these.
