I'm like the Bat Signal, which I've never fully understood - my kind of justice is the big light in the sky, which instead of people thinking is a sign that they are about to brought down, instead they should think: "Right, that means Batman's on to me, I'm scarpering".
Handily, the criminals of Gotham usually stay put. Sometimes right underneath the Bat Signal.
Batman has it easy.
The bat-signal is what Commissioner Gordon uses to summon Batman when he needs to talk to one of them. They don't shine it over The Joker's house.
They shine it over Gotham - if Bruce Wayne can see if from his mansion on the outskirts, then you can bet that any criminals in the city can also see it.
But they never scarper. They just stay there - usually in the general area the crime is committed - and let swift, bruising justice be delivered upon them.
Also, how about committing crimes in a city not being patrolled by a leather-clad crime-fighter. You're going to have conflict right there with those differing aims.
