Sometimes I think Valve suffer from their independence as much as they benefit. It means there's no one to kick their ass when they drag their feed like this.

I don't see how you can say they might be rushed when the last game is almost 4 years old and they haven't even announced a release date for the next instalment. If that's the result of them being given the hurry-up then I wonder how long it will take if they really want a polished product?

I think they're working on a new Source/Game engine and the first game to debut on that engine will be Half Life 3. I can see Valve shocking everyone at this year's or next year's E3, coming on stage and showing off Half Life 3 running on their brand new engine. With ID Tech 5, Frostbite, Cry Engine, Unreal 3.9 i can see Valve thinking that now is the time to perhaps come up with a new engine to help keep up with their competitors.

You don't necessarily need a brand new engine though to keep up with advancements in hardware, if your platform is flexible enough to begin with you can just update it modularly or just vitually rewrite the entire thing over time until you may as well call it "Source 2". Source already includes loads of modern features like real time physics, High Dynamic Range Rendering, ambient occlusion, dynamic soft shadows, multi-core CPU support that they have added over time.

Is this is what it means not to rush a game then surely every other game bar Duke Nukem Forever can be called rushed?

I just really hope they can blow us all away again, anything other than mind blowingly amazing is a disappointment at this stage.
