No of course they won't, but under the various broadcast contracts HBO will have signed with foreign broadcasters those broadcasters will have exclusive rights to HBO shows in their region, meaning HBO has to do something, where possible, when people residing in those territories obtain the show via other means. Especially when it's off them!
