How in the name of god are they going to continue this in any sort of reasonable way without having Spacey on screen. I guess the answer is they won't.

I didn't watch season 5 (didn't think I'd watched season 4 but turns out I did ), but I'm sure they'll find a way of getting Spacey out of the picture early doors in episode 1. He'll probably be killed by terrorists and it'll just show footage of his car exploding or something and then that'll be that.
Honestly, they left it on a pretty lucky plot point for this, iirc.
Spacey had resigned the presidency over corruption charges, leaving Claire as the current president with the plan to give him a pardon. Though it looked like she wasn't going to do it.
So they could easily just go "Yeah, he's not around anymore."
My girlfriend suggested just replacing Spacey with Arnold Schwarzenegger and acting like nothing was different, which I thought was actually a brilliant idea.

I must admit that I am completely uninterested, although I may end up watching it. I do sympathise with the cast of the show because, obviously, of the Spacey scandals and how that may affect viewership.
For me personally, my level of apathy for it is partially to do with the actual show as I found S5 a drag, and partially Spacey, even if they write him out completely which I am sure they will. It is still tainted which is unfortunate for the cast, crew etc.
