Because 020 is the code for London, with the next digit indicating inner London (7) or outer London (8). In either zone you can dial a number in the zones by leaving off the 020; but you have to dial either the 7 or the 8 to start.

But some (perhaps most) people who live in London and have one of these types of numbers get this wrong :-).

EDIT: And here's reputable evidence to back this up...

My little OCD quirk is I hate seeing people list a London phone number as 0207 or 0208. It's just 020. If any of you have seen The Wright Stuff on Channel 5 the programme lists and say their number area code the wrong way!

Always say the area code fully then split the second part in half across all numbers.
