Compared to the 4 maybe, but considering how much better the 4 is to my old 3GS the 4S is going to be a huge leap.
Nobody really knows when the iPhone 5 is coming out outside of Apple, so I guess you just need to decide if you mind potentially sticking with your 3GS until October. That said, you're not going to be disappointed with the 4S. The plain old 4 is still lovely! You'll be getting a retina display, a massively improved camera with a flash, more processing grunt and, err, a gyroscope.
The 5 is almost certainly going to be more radical than the 4S mind, in that it'll probably have a bigger screen and a new case design. Inside though it's "just" going to be a more powerful iPhone with LTE access you can't use.
