Terry Petit told reporters his daughter wrote to him: "People shot. In the office waiting for cops. Pray for us. I am locked in an office."

President Barack Obama has responded to the shooting.

"One thing we do know is that we have a pattern of mass shootings in this country that has no parallel anywhere in the world," he said.

"There are some steps that we could take, not to eliminate all incidents, but to make sure they happen less frequently."

A local reporter tweeted that people were being evacuated from the Inland Regional Center, a medical and health organisation.

The organisation administers help to people with disabilities like autism and other mental health problems.

The shooting is happening less than a week after a shooting at a Planned Parenthood clinic in Colorado left three people dead and nine people wounded.

People are being seen wheeled away on stretchers with medics and police officers in attendance.

CNN reports that area hospitals are receiving at least 15 patients from the shooting.

An employee of the centre told CNN that the building was holding an event for county personnel inside an auditorium when the shooting occurred.

Representatives from the FBI and the Federal Bureau of Alcohol, Tobacco and Firearms are on the scene.
No arrests have been made yet.

There are also unconfirmed reports of an explosive device at the scene.

Witnesses told CNN they heard rapid shooting coming from nearby the building.

Police confirmed a report that the suspects entered a conference room in the building and started shooting but had no further details.

There are three buildings on the campus with more than 600 employees total, said Kristin Myricks, an employee of the centre who did not go to work today.

The facility has had active gunman training in the past. Badges are needed to enter the facility.

And so the craziness continues.

I believe we already have a thread dedicated to American mass shootings. Which is every bit as strawberry floated up as that sounds.

San Bernardino Police tell CBS News the shooting took place at the Inland Regional Center. The Center provides social services for those with developmental disabilities.

I wonder what it would actually take for public opinion in America to actually change on the gun control issue.

I guess it's not public opinion that matters really, is the whole system around gun laws in the US so strawberry floated up that nothing can turn it around?

A lot of people think Columbine was the watershed moment for America where the country accepted kids shooting each. If they didn't reject that, there's pretty much nothing that will change the mindset now.

As I and some others have said in the other US Mass Shooting thread, if the Sandyhook school shooting - in which TWENTY CHILDREN were shot dead - didn't change anything with American gun law, then nothing will.

Didn't it transpire there was an armed civilian at one of the recent big shootings at a University who decided against taking action because he didn't want to be mistaken as the bad guy by the police?

Talking head on CNN (a former FBI agent...at least according to him) said this sounds like 'anti-government militia' rather than ISIS.

strawberry float sake, I hate the news coverage of stuff like this; speculation, stupid questions, lack of sensitivity, the obsession with knowing every little detail no matter how irrelevant or tenuous...news has gone from reporting facts to regurgitating social media bullshit, rumours, asking inane questions, and fuelling incidents like this with its excessive coverage and promotion of it all.

Mr Burguan, who said another 17 people were wounded, said police were "reasonably confident" that there were just two shooters.

A third person seen running from the scene was detained, but police said it was unclear whether that person was involved.

Both suspects were killed in their vehicle after a shoot-out with police involving 20 officers. A tip-off had earlier led police to a house in nearby Redlands.

The dead man and woman were believed to be a couple, the police chief said. They were armed with assault rifles and semi-automatic handguns and wore military-style clothing.

The US Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) told the BBC two of the four guns recovered were linked to "an individual associated with this investigation". They are investigating the origin of the other two guns.

One police officer was injured, but his injuries are not life threatening.

Three possible explosive devices were found at the Inland Regional Center, where the shooting took place.

Mr Burguan said that Farook had left the event - which was possibly a holiday party for employees or a meeting - "under some circumstances that were described as angry," and returned with Malik.

Earlier, the FBI said it was not ruling out the possibility of terrorism but the situation was still being investigated.

San Bernardino is a city of about 200,000 people, 60 miles (100 km) east of Los Angeles.

Farhan Khan, Farook's brother-in-law, stood alongside local Muslim leaders late Wednesday evening expressing his sadness for the victims of the attack at the Inland Regional Center.

"Why would he do that? Why would he do something like this? I have absolutely no idea, I am in shock myself," Khan, who is married to Farook's sister, told reporters. He said he last spoke to Farook about a week ago.

Kahn said Farook and Malik had been married for about two years and had a six-month-old daughter. They lived with his mother, who was caring for the child today.

U.S. official tells CBS News this is a joint investigation between the FBI and the local police until a motive can be established.

The FBI says it's a possibility that the shooting is "terrorism," though it was too early to make any definitive conclusions.
