I hope that’s his on stage persona and not the final look. Because that looks awful. He looks more like the drunk clown out of Uncle Buck than the joker. My interest at what Joaquin Phoenix might do with the role has taken a considerable hit.

What aspect of it makes you think it's awful? What are you hoping/expecting clown makeup on a villain to look like?
I find that the more amateurish the makeup, the more threatening and unsettling the effect. Leto's Joker looked so terrible because it was too contrived and deliberate. Ledger's better represented the chaotic nature of the Joker because it was more haphazardly applied to his face, he looked grimy and unhinged, and I think Pheonix's is more along this line of design. Obviously they're not just going to re-hash Ledger's Joker, that would be pointless.
