Play US PSN games on PAL PS3

PostPlay US PSN games on PAL PS3

Hello all.

I want to play persona 3 FES on my ps3 - they've got it only in NA territory. Is it as simple as making a us PS3 account and downloading there? If so, can i play it on any region account as long as it's on that ps3?
