I use Rivatuner's RTSS to cap my framerate in certain games. Along with MSI afterburner and Nvidia Inspector, it's like one of the essential programs imo for a pc gamer.

Yes, but in Windows 10 app games like Gears of War 4 or Forza Horizon 3 it doesn't currently work. But in general for most games yes you can. You can use the Steam overlay too to show fps. But MSI afterburner + RTSS you can display other info like GPU/Memory Usage, CPU usage, hardware temps etc. I recommend it definitely. I use it for most games I play to display/cap FPS if required. Also works in other 3D applications like game engines such as unreal and unity or 3D software suites like Maya/3ds Max and so on.
