I doubt it very much, you can't in games like Little Big Planet. At most you might get some in-game credits like Forza paint jobs.

Little Big Planet has some clever levels which are effectively self sufficient games but the problem is they all have that LBP look because they use the same characters and aesthetic craft look. I don't think there would be a paid for market for user designed custom LBP levels.
Project Spark has no main game, it is purely game creation. And from I've seen it doesn't have a fixed graphical look. It can make Minecraft and Fable recreations and probably infinitely more. This means it could be a legitimate game creation tool without programming. It could make games that are more visually impressive then many indie titles. So I think there is brilliant potential in this. The down side would be that the low barrier to entry (no programming) would mean any Tom, Dick or Harriet would want to self publish and this would be a logistical nightmare for MS who have to check a ton of crappy first try games. But if Spark games were all put into one section of the Live store and monetised, it could work!
