Where on the scum spectrum do cyclists who decide that the dedicated cycle lane isn't good enough for them and cycle on the road instead?

some cycle lanes are downright dangerous, so theres no easy way to judge.

I cycled on the road that the cycle paths round here as both paths are very loose surface making that not very safe to ride a hybrid on and both are considerably longer than the road route as they were designed with leisure family cycling in mind and not commuting.
