The logic is that hunters pay a lot of money to hunt these animals/preserve nature which can then go towards helping to keep the species alive. It's not all that crazy as the largest environmental group here in North America is Ducks Unlimited which is a group that tries to preserve marshes and swamps and the like for ducks and by extension hunters.
The thing is, I'm sure there are lots of people who would just pay to see an actual elephant without feeling the need to shoot it. So while you probably couldn't raise as much per person, you would probably get just as much money as there would be more people coming to see the animals. That would also mean more people hired as guides and in other hospitality roles.
