He took at picture at the start
Stormed out in a not at all staged manner
Went off to another engagement
Posted a post half time picture to say he was still there and having fun, having not blown a massive amount of taxpayer money on Trump mandated stunt

But that second picture had previously been posted on his Twitter in 2014.

I sort of think it could be. It's so inept that it almost had to have been deliberate. They have the power and are pretty much unaccountable. It's like that Hypernormalization thing that the Russians invented, just to create confusion and a feeling of powerlessness.

Trump could fart on stage, shout 'her emails!' and do a Nazi salute and his base would lap up. The fact is, Pence tried to make out like this was an impromptu protest. That attempt failed.

It failed to convince anybody that dislikes Trump/Pence.

Considering the number of partially empty stadiums & worsening ratings (on some games) at the NFL yesterday, it may actually be getting through. Though there are other factors playing into the decline of the league, such as the perceived quality of the games, number of games, hurricanes etc.

Politically, NFL fans skew slightly right (& are also more likely to vote in general elections) so it's a very logical stunt that'll play well to its intended audience.
