In fairness, Shenmue 2 had particularly low sales on DC simply because it was such a bloody nightmare to get hold of a copy.
In early 2001 when Sega announced the discontinuation of the console, all the major stores (except my nearest Electronics Boutique/Game which was 25 miles from where i was living) removed their DC game shelves (before that i bought shenmue 1 from woolworths) and replaced them with budget PS1 games. Just getting hold of new release DC titles from then on was a major challenge (i didn't have internet at that time so online shopping was out), and i had a terrible time tracking down Skies of Arcadia & Sonic Adventure 2. Because Shenmue 2 was effectively the last major release therefore, i pre-ordered a copy from EB, and when i went to pick it up, it turned out it was one of only 3 copies delivered to the store.
So yeah, it sold poorly because no bugger could get hold of it.
Still, while were on the subject, i still have my DC Shenmue games, the second in particular is in mint condition and is in a quiet, safe spot at the back of my glass cabinet.
What were the last games on Dreamcast in the UK?
Remember Phantasy Star, Daytona and Fighting Vipers 2 coming out around the time the console was discontinued.
I bought a PS2 the day after they announced the discontinuation and didn't touch the console until a few years after.
