When I worked in offices I always used to leave the bottom button of my suit jacket undone... and someone would always say "Your button has come undone" or something .
I'm generally of the view that short sleeved shirts = casual and long sleeved = formal, so I'd never wear the former to work. Plus I don't think they look that great either - definitely get a school uniform vibe from 'smart' short sleeved shirts. If someone wants to wear them though, why not. Makes no difference to me.
I usually wear long sleeved shirts for work and if it's hot I'll roll the sleeves up, that's mostly because I'm cheap and it means I can wear the same shirts year round. Doesn't seem worthwhile buying a set of short-sleeved shirts for the half-dozen hot days we get a year.
