Worldwide, sure. In Japan however games are still profitable and companies who make games for the Japanese market don't need to sell millions to break even. Western Devs could learn a lot by looking at smaller Japanese studios and they way they do business.

You say the Japanese gaming market is very introverted, but I'd say the same about the American and European markets. Do either of them do anything to appeal to non western gamers or people who prefer Japanese games? No. It's the same deal, the only difference being there's a much higher population in Europe and America and if it has fifa in the title or is a generic modern man shooter any idiot will buy it.
