I guess they counted the demo one as the first. They're once a month.
As for the stuff Jiggles was sad about. It's a mixture of Nintendo being ridiculous and balancing. It doesn't take long to get to level 10. I think It's to stop people doubling up and dominating a team (as it's on 4 per side at all times so 50% of the time) and being either really good or really gooseberry fool. If you think about it from a matchmaking perspective where 50% of a team (at least) isn't actually available to the matchmaking algorithm, in a game with such diverse weapon types as Splatoon it can really strawberry float stuff up. 2 or 3 rollers on one team for example, just never really makes for a good match. It's like an FPS where 70% of one team or more has only shotguns, or rockets or sniper rifles, or other spammy/campy weapons. Splatoon rarely has this problem. So they've implemented unusual ways (including the map rotation) to balance the game without literally controlling what players loadout can be. It's the same reason you can't change loadout in the lobby, except in private matches where you can put up with one another's gooseberry fool.
