It's like copy and pasted stock art assets from some game maker package dropped together with no refinement to how they sit with one another, both technically (lighting/artificial highlights frequently looks inconsistent across different elements on screen) and artistically (clashing of styles, parts that look like they belong to different asset packs slapped together)
I get what you mean about the almost clashing styles, I think some elements (characters especially) look further removed from NSMB style than others (like the pipes, blocks and coins). I think part of it is down to the flatness of the level with 3D models on it (compare 3D world style in Mario Maker that gave the level depth for where Mario and enemies are standing).
