Without a doubt they'd have required separate licensing but the possibility might not have even been on the table if Disney didn't want their characters in a weird Japanese fighting game. Which they probably didn't.

Regarding Disney making this deal really difficult and why people were doubtful of it happening, here is Naoki Yoshida, director and producer of Final Fantasy XIV when asked about a Kingdom Hearts crossover about a year ago:

"As for a Kingdom Hearts crossover, for this idea, one of the troubles is that we have to coordinate with Disney, and so I feel that there would be so many hurdles and challenges around working with them, so I try not to think about a crossover with Kingdom Hearts."

This man is on the board of directors at Square Enix. The company that makes Kingdom Hearts. On having a crossover with a mainline FF game. Which is the entire concept KH was built on.

And he still doesn't think it's worth it.

I have no idea what wizardry Sakurai pulled to get it to work out.

Marvel's pretty far removed from Rickey Rat & friends, I imagine it's different for properties they just bought up rather than created themselves.

perhaps that was in reference to full fledged crossover rather than just a sora cameo? theyve done it a couple times before

Sora isn't really a property they created themselves though is he? A character created by Square that they own due to the Kingdom Hearts licensing deal. I don't think he really registers on Disney radar much anymore. He's not really a character known outside of videogsmes and it's not like they're putting Mickey and Donald Duck in Smash.

Oh yeah no, I didn't mean Sora himself, more the surrounding characters, music, etc. Like how they couldn't even get a jpeg of Donald and Goofy for the big stained glass portrait thing. If they're that stingy with their properties, it's honestly a suprise they're allowed the Mickey keychain, even if it's part of a Squenix character's design.

It's possible Nintendo didn't want the Disney properties. Using someone else's property means a whole host of extra work getting approval on everything and things like that. Maybe Sakurai didn't want the hassle so they just agreed Sora.
