I bought myself an EOS 550D a few months ago to try and get some halfway decent holiday photos, but I just ended up using the auto mode the whole time which felt like a huge waste.
Could anyone suggest how best to go about learning the basics of a DSLR? Keep in mind that you may as well be talking to a sack of spuds with a camera.

I was going to post a TL/DR about shutter speed, aperture and ISO and how it all interacts. Then I thought bugger it, just post a link

Not especially I don't think, no. I may have been using a polariser though.
This is the same place (Sandown in Isle of Wight) for reference.

Is Picasa still a thing or was that rebranded.
You can get Adobe Lightroom standalone too. In fact, I think I had a free version forever using some glitch or beta thing.

I didnt know Lightroom was seperate from the rest of the suite, so Ive picked that up and having a play. Seems very powerful indeed.

Yeah it's not very expensive. It's excellent for not just editing but pouring through gooseberry fool tonnes of photos and marking them select/reject etc (ironically called photo editing ie cutting through the noise, latter is processing really in professional terms) , categorising, exporting and keeping a non destructive copy. The RAW processing is very fast (same as Adobe camera raw in photoshop) so you can chuck out "burnt" JPEGs and so sort of have an extensive collection of "finished" photos in one folder and your hoard of happy snaps in a subfolder or something. You an even watermark them and publish online etc direct from there. Also the print options are very good, for producing contact sheets and PDFs for printers with proper colour profiles embedded.
Well worth the price imo and more productive than photoshop. I've been using it since beta maybe 10 years ago. A great "night before" and general get gooseberry fool donne application.
Think part of the reason for its success is it started as a side project at Adobe with its own team, focusing on workflow and day to day grind of photo editing for studio shoots etc, and developed into its own big app with a different philosophy to Ps. So it's kind of more Lightroom for photo editing in the Adobe ecosystem and photoshop for photographic art / compositing / photomanip, serious visual effects etc. Photoshop is just a beast now and really it's quite slow. Very few people need it.
Another alternative worth checking out is Affinity Photo which is "cheap" too. Meant to be extremely fast and less old school bloaty ways to do stuff.
(having said that best thing about photoshop since CS5 is the adjustments panel/layers, use that so much)

The cliffs around much of the Island have incredible contrasting colours that don't need a filter at all so it wouldn't surprise me if that wasn't filtered at all

So I have been swithering on if I should invest in a new Laptop or a new camera for a wee while now. My main issue is I can realistically afford one or the other, but not both.
The main reason I am wanting a laptop, is that I have been without my PC since November (moved down south) and I haven't been able to do any photo editing. However! I have tried to come up with a new way of "work flow management"
Specifically using my Mobile as the PC replacemnet - I have got my self a few adapters and it looks like I can edit RAW files in lightroom Mobile!
Anyhow here is a wee test photo:
*Canon 700D 50mm 1.4 USM @ F1.6 | 1/3200 ISO 200
process flow:
Camera > Phone Via usb adaptor > Lightroom mobile (RAW) > Snapseed (JPG) > Social Media
If this becomes really workable then I might just get the camera and a few lenses.

Most decent new DSLRs will have WiFi or Bluetooth connectivity. My D5300 does. I also use the Cascable app as a remote, much better than Nikon’s WMU app

I think the main down side with my plan is that the photos I edit on my mobile won't become part of my Home lightroom catalogue.
