I think his point is more that they dont look at the weather and time of day where the course is and use those conditions. So it could be a rainy evening where you are but if the course in the game is supposed to be in California it would be bright and sunny. Obviously this wouldnt work if you only play at 2am (even though they do now have a night mode it seems) but they could use the most recent weather conditions before sunset or something. It would definitely be a nice touch to add that in.
They've been doing the real-time actual weather thing for a while now. What I was saying was that it's a bit pointless having something reflect the current time at the course if you only game in the same time slot every day. They'd have all these different dynamic time of day settings, yet you'd only see the same thing every time you play.
I can't remember what game it was I played that did the time-of-day reflection, but I ended up only ever seeing the nighttime versions of the environments.
