They haven't figured out the maths yet, basically...because they only thought of it over the weekend.

This is also just like the immigration cap; they're just numbers plucked out of thin air.

To pick up on a point someone made a few pages back, it's great that we finally have some real differences between the parties. A couple of years ago they were all much of a muchness. At least now you can identify some key differences. I actually like bits and pieces from each of the main parties' manifestos, although none of them give me confidence to fully get behind them.

Depending on the length of time elapsed between transfer and care need arising, the most likely consequence is that the council render the transfer void under the deprivation of capital rules.
