That's very different from the hyperbolic version. It's clearly a gambit from Boris. I also think it's at least partly in response to the Rees Mogg rumours. He and his advisers/ supporters clearly felt it was an opportune time.
Interesting times.
The point isn't that he's offering money to the NHS (which I don't believe for a second) but that there isn't £350million to "take back control" of.
'Once we have settled our accounts' is the key part of that.
It gives a lot of leeway.
