Barnier: UK cannot have open-ended Brexit transition

Significant differences remain between the UK and EU over the length of any post-Brexit transition period, the EU's negotiator Michel Barnier has said.

He suggested the UK wanted an "open-ended" arrangement while the EU wanted a "short and time-limited" period that would last no more than 21 months.

He said he hoped the publication of a draft withdrawal agreement on Wednesday would help address unresolved issues.

The future of the Irish border could not be left "pending", he also said.

The UK has made it clear that it wants a time-limited "implementation" period of about two years after the UK's exit on 29 March 2019 and that it sees this period as a "bridge" to its new partnership with the EU.

It says the period should last as long as it takes to "prepare and implement the new processes and new systems", but will end on a "fixed date".

In a briefing in Brussels, Mr Barnier said there would be "no surprises" in Wednesday's document which he said would set out the EU's position on transition and would translate political commitments agreed last December on Northern Ireland, citizens' rights after Brexit and financial issues into legally binding text.

Mr Barnier insisted once again there could be "no regulatory divergence" from EU rules during the transition and the UK would have to accept the existing body of EU law as a whole.

He also said differences remained over what rights EU citizens coming to the UK during the transition would have and the extent to which the UK would take part in EU-wide justice, foreign affairs and security arrangements.

Restating the EU's position that the transition should end on 31 December 2020, he said there were suggestions the UK did not want to put a definite end date on it.

"There are significant points of disagreement with the UK as to what we understand as transition agreement, the duration of this, and conditions for such an agreement," he said.

"The UK would like to, it seems, keep this duration open, which is not possible... In the light of these disagreements, we have not achieved a transition yet."

Also given the vast majority of the beef we buy comes from within the EU and isn't liable for duty. South Korea has an agreement with the EU and so the LG TV also falls under this. Tariffs also seem to be applied at UK retail pricing and therefore no shops in this country actually make a profit according to RM and the (super soar away) Sun. banana splits one and all.

Surely it depends on establishing trade deals to enable an alternative supply of those products? We have no idea how those trade deals will go. They could be crap.

I could be wrong, my understanding of this is somewhat lacking admittedly.

EU draft document publish. Unsurprisingly it's detailed and wide ranging. Tone seems to be EU have had enough of this wiffly waffly undefined appealing to Gammons shite. Time to face reality of your choices (and agreements).

May and the Brexitters have got to face up to these elusive magically solutions they pretend exist to pander to Brexitters...don't.

Of course they won't do that, instead throwing their toys out of the pram as we rush to self inflicted hard Brexit while blaming everyone else...and you know Gammons will lap it up :(

The Protocol on Ireland is quite breathtaking in its level of detail. It establishes a "common regulatory area" between north-south, covering customs, VAT, energy, env, agri, product markets and more. This is the enforcement section -- full ECJ jurisdiction over Northern Ireland

The DUP's Westminster leader Nigel Dodds said his reaction to the publication was one of "amazement" that the EU thought it "could possibly fly with either us or the British government".

"We did not leave the European Union to oversee the breakup of the United Kingdom," he told the BBC, adding that it would be "catastrophic" for Northern Ireland to be "cut off" from UK markets.

Conservative Brexiteers have also said it is "completely unacceptable" and would effectively annex Northern Ireland.

There is also opposition to any role for the European Court of Justice after Brexit - the EU is proposing that disputes over the Brexit agreement in future years be settled by a "joint committee" which can refer to the EU's court for a binding decision.

Instead of moaning, provide an alternative detailed solution like the EU has repeatedly asked for. Not just "maybe technology 'n' stuff".

I've said this before, but this could be pretty good for NI. Unfortunately the DUP clowns will oppose anything that would actually somewhat safeguard our future.

I don’t think it will be just the DUP that scuppers any deal like this. The hard Brexit wing of the Tory part will not go for it. The SNP will demand the same deal for Scotland. Etc.

It’s going to come down to a hard border (and therefore hard Brexit) or a united Ireland. And I can’t see a united Ireland happening in the next few years.
