If you think that a bloke walking naked is deserving of arrest and imprisonment, then that's up to you. I really do not see the problem.

Is it the police's fault? Probably not fully their fault, no. If a member of the public complains then they have to respond. Should a case like this go all the way to court and end up with a man being sent to prison for 6 years? I would argue not, waste of time and money and he really isn't harming anyone.
