Hilariously, the Spencer quotes in the OP were about the release parity policy, and nothing about graphical parity. For the uninitiated: for ID@Xbox games, they must be released first or simultaneously with other (console) platforms. Sony does not have a similar policy.

My opinion is that it's an extremely dumb policy that's handed PS4 a tonne of de-facto console exclusives. Hell, I know at least one indie developer (Size Five of Ben There Dan That & Gun Monkeys fame) who doesn't intend to release on Xbone precisely because of the release parity policy.
