One May makes a decision or settles on an opinion, she seemingly sticks to it regardless of any further evidence presented or arguments made. It happened with the snooper's charter and it's happening now with the NHS.
From what I have read, it appears she likes to always make the final decision, and once its made that's that. It kind of matches with the "Strong and Stable" slogan - but it's a terrible way for a leader to lead.
