I think it's some software that follows the movement of the people on camera. It's pretty impressive, considering it even matches eye movement. Of course Staydead had to choose the most obnoxiously quirky video to demonstrate it, but that's our Staydead.

Unlikely, probably someone just inserted mocap points over each frame in the video by hand and then used a program to animate it, then fine tuned it again for things like mouth movement and the eyes.
