You must have seen someone do it. The woman who played Juliet in lost does it all the time. They look normal until they speak, the all the time they say something they have their eyes closed like really heavy blinking.

I get what Ad is saying; one of my pals often closes her eyes when speaking and a girl I worked with did, too.

Of course, I suspect that the reason must have a psychological basis rather than folk having to close their eyes at my ugliness.

I used to work opposite someone that did it when i was on an IT Helpdesk, drove me nuts I just wanted to lob a keyboard at her every time she answered the phone.

It’s aaays these folk that moan about waiting times. Sorry you’ve been in for two hours but resus is packed with people actually dying. Your fungal toenail infection can wait.

There should be a misuse of service fee, if you go to A&E when you shouldn't you should get hit with a £30 fine, if you book a doctors appointment and don't show you get hit with a £30 fine etc.

I’m actually against the idea of this. You’d no get it from the genuine time wasters and it might put off people who have genuine reason to be there in case they can’t afford the fee they feel might be put upon them. Hospitals and trusts need to redesign the process of attending the department and have more powers to eject folk who could be seen elsewhere.

People do this because they are nervous about eye contact. It's often associated with social anxiety.

I'm not saying you're a bad person for finding it annoying, but...

Are these people closing their eyes the entire time they're talking? I can't say I've ever seen anyone doing that.

I find it somewhat annoying when talking to people who just cannot seem to make or maintain any kind of eye contact with you though - I know this is all related to social anxiety as Karl says, but it can still be very annoying!

just follow their eyes around with yours and move your head to get more central to fix their gaze. that will sort them right out.

If they literally never look at you, they probably have an autism spectrum disorder, which is a pretty serious disability. It sounds weird but it can help to just line up a bit more and say "hello" and repeat their name and speak slowly and clearly, and repeat yourself. You can try also looking at their forehead or neck or general area, and glancing away regularly yourself so it is a less intense experience for them. Especially at work, it's important the communication is actually happening, because the person is probably also shy and just suffers in silence when not understanding something, even if they are absolutely brilliant at other things, like email instructions or lengthy technical work. All this is doing is adjusting a few neurotypical behaviours to make work more effective, as the other person can't necessary change. You can also ask calmly, "does that make sense?" to give opportunity to clarify, without necessarily needing eye contact or nodding etc to confirm understanding.
