Lighting effects should not go through guns/items/environments any more, especially not in promotional shots. Technology has long since advanced past that, or it should have, and they certainly shouldn't be using that crap in promo shots.

I think that's actually a particle effect as opposed to dynamic lighting, not really much you could do with todays tech to stop that cutting through other geometry, you could apply collision volumes to all the particles which might prevent this, but to be honest even Havok screws up when stuffs moving as fast as these particles will be.

It'll have been a toss up between having dynamic lighting on the muzzle flash (which would be very expensive on the processor if there's several on screen) and far more important things like enemy AI or number of enemies on screen these all have to come from the same budget.

Like Shadow mentioned, particles in most games are largely controlled volumetrically to remedy such issues... Possibly just a bug that some numpty in marketing neglected to spot though.

So, basically, they strawberry floated up but we accept that because it's less of a strawberry float up than normal.

Dynamic lighting of that intensity combined with volumetric particles is quite expensive on the CPU especially when the effect has to travel so fast once it is "fired". So a single polygon with an alpha texture is used because it very inexpensive in comparison. This is the case most of the time.
