You're right. The 50's art-deco and the fact that Rapture is a city under strawberry floating water, is quite a wonder to behold. It would have been a health and safety minefield during construction though.

Rapture doesn't strike me as the kind of place that would have been overly worried about existing societal regulation, what with the rampant, out of control bio-engineering and everything.

HSE Officer: (Interrupts) No, no, no. I want all of your lads wearing the correct PPE by tomorrow morning, otherwise you're all of the site.

I know what you mean, Blizzard nailed the feeling of being at home that some locations give you, exploring the barrens for the first time whilst keeping an eye on the crossroads, or running over a rise to see the Horde insignia indicating a safe place, and then there are all the identifiable locations whithin each location, even the blandorific Desolace has enough memorable features that I could probably draw a map from memory.
