Those forums are probably the best bet. So much of it is down to an individuals rig that it's sadly not an exact science.
http://pcsx2.net/compatibility-list.html lists every game and it's status. If you click on the game you want it links to a thread with suggested settings etc.

The PCSX2 wiki will list known issues and user submitted tested settings. They're not meant to be taken as optimal settings though:

Different games work well with different settings, so there isn't really a definitive answer for everything. I've been playing through the Silent Hill series, and so far I've used slightly different settings for 2, 3 and 4. Based on my limited experience, all I can suggest is try changing the Direct3D renderer to D3D9 in the GSdx plugin settings if you get graphical weirdness, and try manually setting the interlacing option if videos get all flickery. Also set sound to Async Mix unless you're playing a rhythm action game or something. Personally I'm not after outlandish shaders or anything, so I just use 3x Native scaling and texture filtering. The SH games look like how I remember PS2 games looking, rather than the blurry mess they actually looked like. ;)

Seems like it would be a good thing to alert the devs to, if someone is passing dubiously altered versions of their software around, but I'm guessing you don't remember where it came from?

There are a lot of spoof sites like that always called something like get7zip or firefoxdownload or whatever that are attached with malware. So be careful.

Wikipedia might be a good shortcut to the devs site actually.

So, looking into installing a few emulators onto my Linx 8 tablet and I wondered if anyone could recommend any good all-in-one GUI's for managing multiple emulators?

I've tried gooseberry fool like MAME on it's own, but it's command-line only and even the GUI 'version' couldn't see my arcade ROMS so fat lot of use that was.

Basically, the easier to get running, the better.

So, how about being able to play old games at full hd/several times native resolution and higher framerates WITHOUT buying them again? Feels pretty good. I booted up gran turismo 4 which runs surprisingly well as for ages it was considered really tough to get working right. Chugs a bit after loading but settles down quick enough.

Theres a handy frontend called PCXS2Bonus i think which gives you a decent ui and lets you create per-game config profiles, something it doesn't have by default.

The progress on CEMU is crazy, given how recently the Wii U was released and how complex I'm sure its architecture is. Got to hand it to these tech wizards!

Funnily enough, we were talking about emulation on PS3 last night on Mumble while playing Mario Kart. I said that it wouldn't happen but, well, here it is.

As a general rule of thumb, you can assume that everything is emulatable on PC sooner or later. It doesn't always happen, notably when a system isn't terribly popular or have games that anyone would actually want to play, but it's usually technically feasible.
