As with any emulator some games require certain settings changing to run properly, try turning off V-sync first as that's most likely to cause slowdown, also enable the fps counter (in the graphics menu) so you can see if changing a setting actually helps.

How would you play a 3DS game on PC, game pad for top screen, mouse to emulate touch controls? How well does it work?

I've only tried DS emulation but mouse for touchscreen works quite well in most games, as does a gamepad or keyboard for the non-touch games, games that use both are a bit awkward at times but then again I use an onscreen keyboard which isn't the most ideal control method for anything other than turn based RPGs and other slower paced genres.

Currently playing Pokemon Platinum using a combination of mouse and onscreen keyboard without much trouble.

I'm looking at buying a PC to mainly run Dolphin and PCSX2, but I don't really know what is best to go for in terms of specs. I've googled and some sources say a dual core i3 3.7ghz would outperform a quad core i5 3.2ghz, while others say they opposite. I know that neither dolphin or PCSX2 will use 4 cores, so it seems like the higher clock speed would be better, but seems to be a lot of people out there recommending the i5.

Any advice?

It would cost you significantly less to just get a ps2 and gamecube if you're planning on doing just emulation, even with some of the more expensive/rare games you could do whatever is necessary for the consoles to run pirate games instead; most of us do it with a pc we already have as a side-feature rather than the main purpose.

I would suggest making a decent gaming pc to fit your budget then factor in emulation; it's still not an exact science nor is it perfect.

As with any PC build, start at Logical Increments and factor in your budget to it.

The long awaited Dolphin 5.0 release is finally here! After nearly a year of bug-hunting and handling the release process, everything has come together for our biggest release yet! The three previous releases followed a very distinct pattern: sacrifice performance, hacks, and features in exchange for higher accuracy. As such, Dolphin 3.0, 3.5, and 4.0 progressively grew slower. But thanks to the cleanups put forward throughout those releases, Dolphin 5.0 is the fastest Dolphin has ever been!

By removing all of those hacks and outdated features while cleaning up the codebase, Dolphin has reached a new level of efficiency, powered by a revitalized dynamic recompiler. On the GPU side, OpenGL and D3D11 have seen tons of optimizations and accuracy improvements, and have been joined by a brand new D3D12 backend for huge performance gains. If there's a CPU or GPU extension that can make Dolphin faster, we take advantage of it.

At a basic level, Dolphin 5.0 is more accurate and more efficient than previous builds in every way. Individual games will vary, especially due to various hacks being removed along the way. Dolphin 5.0 can be downloaded for Windows and Mac OS X from our official website: dolphin-emu.org.

System Requirements to run Dolphin 5.0 can be found here but here's a quick rundown of what changed:

64-bit CPUs and Operating Systems are required.
Windows XP is no longer supported. Windows Vista is no longer officially supported.
Direct3D10/OpenGL3 Required. This means AMD Radeon 4xxx, NVIDIA GeForce 8xxx, or Intel HD 2xxx minimum! Anything older than that will most likely not work or will have significant glitches.

It really is a wonderful update. I'm getting a solid 60fps in F-Zero GX now. Before I was getting barely 10.
