Do you mean the rotation policy where they went round the continents and said which one had to host the World Cup?
That was discontinued, and now it's just that the past two hosting continents can't bid. So for 2026 it meant Europe (Russia 2018) and Qatar (2022) can't bid. For 2030, Asia and North America can't bid.
But for 2026, anyone from North America, South America, Africa, Oceania and Antarctica* could had bid I think.
As someone has mentioned, the 2030 one is the WC centenary year so they may go for that joint Uruguay bid based on that. Surely,
surely the next time it comes to Europe it should be us? Though if we don't get 2030, I can see Australia eventually getting it or maybe China in 2034.
