They don't have to emulate the games though, the 360 hardware itself is what's being emulated. They literally just have to test the game to make sure it works, although I'm sure that's a fairly time consuming process.
In terms of it being a moneyspinner I'd bet there's been a decent upturn in people buying digital copies of these games. You ought to see the prices of games at CEX go up every time they join the program, especially things like Call Of Duty and Red Dead Redemption.

Something great about the time and the place that's like a retro time capsule, heard some news on the radio in pure parody form of course but it wasnt too far removed than what is actually going on now.
