You can only access your content if you are signed in or if the console is set to 'My Home Xbox'. The trick to have two consoles with access to all your games is keeping the account you WON'T be signing into as your home Xbox. This should allow you access on both machines, including EA Access and Games With Gold stuff.

On your Home Xbox you can have up to (I think) 10 Live accounts with one Gold sub, all with the ability to play online. Also the parental controls are excellent, you can set age ratings of games that each account can play, and limit online communication to just friends, or block it entirely. My lad is only 6 so he plays online with randoms but can't be contacted or hear any chat at all.
