He could be looking at July with a view to when he expects the first Rwanda flights to have taken off and while he can seize a "we're stopping the boats" moment. If he waits until November, when it seems likely the figures will have risen on last year regardless of what happens with Rwanda, he'll have strawberry float all other than "inflation isn't as bad as it was".
