F1 tends to be cyclical in terms of form. Ferrari appear to be in the decline after a really long period at the front.
If Ferrari have too many bad years, and drop out of the top 3 it would have an impact - they have a lot of fans and Ferrarri is a big draw to the sport. Without a successful Ferrari I think interest and revenue would fall. If Ferrari pulled out of F1 altogether (like other manufacturers have done when results fail to match investment) F1 would probably become a shadow of its former self.
To be honest, I don't think Ferrari being a mid-field runner would harm F1. The golden era is often seen as the mid to late 80s when Ferrari were nowhere near the force they are now/were. Since then F1 has become much more commercial so the impact the resurgent Ferrari years has had is unknown. Personally I believe if the sport remained exciting then an uncompetitive Ferrari would have minimal impact. Outside of Italy, F1 fans tend to be fans of exciting racing rather than fans of particular teams
. I think the viewing figures in general have continued to increase over the last few years even as Ferrari's form dropped.
Ferrari leaving the sport is a whole other consideration. If Ferrari alone went then I think you would see a small, but recognisable drop of interest/investment which would be recoverable. If Ferrari and a few other teams left then you would be into Indycar/Cart territory where nobody will come out of it unscathed.
