I wouldn't say bottom. More I'd say that they'll rely more on the naturally amazing, like the Fodens and Manu Tuilagis, than a youth conveyor belt. However, England could and should be getting much more out of the grassroots.

But then, in the past it always seemed that the Welsh youngsters (for instance as i saw them more down here) were much more developed than their Eng counterparts in skill terms but Eng managed to then develop those players. What your saying now is they build them as monsters when young but have no skill and no longer develop them later?
sounds actually like a hopeless situation and yet the union must have the resources to sort their game out surely? They might one day surprise all of us, sport does tend to go in cycles.
