It's a theory - if you ask a large enough sample of people a question, the average of their responses is likely to be fairly accurate.
As an example - if you asked 1000 people the weight of something, the "wisdom of crowds" theory hypothesizes that the average will be close to the correct answer.
Applying the theory to a binary democratic vote - which is plainly not the same thing as a guess to a question - is tenuous at best and farcical at worst. Rees-Mogg is basically saying Brexit will inevitably be successful - otherwise why would so many people have voted for it?
