Maybe they'll just bundle in a stupid Lightning > USB-C adapter as a workaround that'll end up producing even more waste than just swapping to USB-C properly.
iPhone have had different models before to cater for the American cell towers.
Changing a socket type isn't a major cost change, especially compared to accessory mark-up. It will be soldered to the same place on the board, no moulds etc have to made made to cater for the change.
If more countries adopt USB only (such as English speaking America) then maybe it will become less cost effective to sell two models.
