I assume the Tory way of thinking would be why would we want to encourage students to spend a year abroad? They are very insular so would want the students here.

No, I think they're happy for rich people students to go abroad and widen their horizons but not the pleb students.

British wind isn't really an odd phrase, presumably he means power from British wind farms as opposed to imported power from wind farms across Europe for example from Denmark. As an unreliable and unreactive power source though we should really want to be linking up across a wider network to help average out the supply so importing and exporting wind power across Europe is really a mutually beneficial arrangement.
