Johnson wants an election but is also proroguing so that he can have a Queen’s Speech.
The two things do not go together, a Queen’s Speech is to set out the governments agenda, which is meaningless if there is an election shortly after. He also knows that he has to request an extension so closing down Parliament isn’t going to force through No Deal.
He is either trying to use the Queen for Tory propaganda or he is trying to close this session of Parliament so he can bring back May’s Deal.
